Stichting Wilde Ganzen, on behalf of the Connect for Global Change (CfGC) consortium, invites experienced evaluators or evaluation teams to submit proposals for the final external evaluation of this innovative 3.5-year EU DEAR Programme action.
About CfGC:
CfGC is a multi-country, sub-granting and capacity-building initiative empowering EU citizens—especially youth and less-sensitive groups—to engage critically and meaningfully with global challenges such as climate justice, social inclusion, and gender equality. Implemented across 11 EU member states, CfGC has funded over 250 communication and civic engagement projects, fostering learning, networking, and democratic participation.
Purpose of the Evaluation:
This evaluation aims to assess CfGC’s relevance, effectiveness, efficiency, and contribution to impact, with a focus on:
- Critical understanding and meaningful engagement among EU citizens.
- Outcomes for grantees, partners, and civil society organizations, including youth-led initiatives.
- Process efficiency, accessibility, and added value for the EU/DEAR Programme and national stakeholders.
- Lessons learned and actionable recommendations for future programming.
What We Are Looking For:
We seek evaluators with:
- Proven experience in evaluating Global Citizenship Education (GCE), communication/engagement programmes, and sub-granting schemes.
- Strong qualitative and mixed-methods expertise, including contribution analysis, interviews, and case studies.
- Knowledge of civil society dynamics, youth engagement, and gender-transformative approaches in Europe.
- Ability to work in English and preferably additional consortium languages.
Key Deliverables:
- Inception report, draft and final evaluation reports (≤30 pages).
- Executive summary with infographic and slide deck for stakeholders.
Budget and Timeline:
- Maximum budget: €40,000 (all costs included).
- Timeline: September 2026 – November 2027 (data collection, reporting, and finalisation).
